Synopsis
In the fifteenth year of Emperor Kang Xi’s reign, a devastating flood wreaks havoc along the Yellow River, exposing deep-rooted corruption, bureaucratic inefficiency, and social injustice. Determined to save the people and restore order, the young emperor launches civil service examinations to recruit capable and upright talents.
Among those selected is Chen Huang, a 24-year-old scholar who seizes this rare opportunity to step onto the political stage. As Chen Huang becomes involved in flood control efforts and administrative reforms, he faces resistance from entrenched interests, dishonest officials, and a system resistant to change.
